Tom Dower

Tom Dower currently serves as Vice President, Government Relations for ArcelorMittal North America, reporting to John Brett.

Tom is responsible for leading the company’s U.S. government relations activities. He brings more than 30 years of experience in government and the private sector, including over 15 years of service in the U.S. Senate working on both sides of the aisle.

Tom joined ArcelorMittal in 2012 and returned in April 2025 following four years as Vice President of Public Policy at carbon recycling company LanzaTech, Inc. Prior to ArcelorMittal, he spent more than 12 years on the staff of U.S. Senator Arlen Specter, focusing on energy, environmental, and natural resource issues and serving as Deputy Chief of Staff and Legislative Director. He later worked as Vice President of Lighthouse Consulting Group and returned to the U.S. Senate as Senior Climate Advisor to Senator John D. Rockefeller IV on the Senate Committee on Commerce, Science & Transportation, advising on energy and climate policy.

Tom holds a bachelor’s degree in political science from The American University and an associate degree in liberal arts from Keystone Junior College.
